One day I was speaking with someone who works in Council. His position was in what I would call middle management. At one point he said something about Council being proponents of the Denrith waste DA.
This stunned me a bit. I said, "Excuse me... I thought the Divalls were the proponents."
His face turned a bit red, and he then somewhat nervously corrected himself by saying something like "Well, that is probably too strong of a word to use...."
I believe this slip of the tongue tells us a lot about the true relationship between the stated proponents, Denrith Pty Ltd, and the Goulburn Council.

I have sadly come to the personal conclusion that the Goulburn Council is just about as much in favor of the Denrith DA being approved by the JRPP as Andy Divall himself.
Given this, it now strikes me as ironic that I have been told by more than one person in Council that the JRPP includes several members of the Goulburn Council.
This has been said to me as if to reassure me that the interests of the Goulburn community are going to be well looked-after in the JRPP meetings.
Based on all the work and research I have done on this, I truly feel bad for the community of Goulburn, as I believe they are being misled, uninformed and misinformed.
I believe the people of Goulburn need and deserve better.

Here is more evidence the Goulburn council is a co-proponent....
The Sydney Catchment Authority wrote a letter to Chris Berry on about August 11, 2011. In it they said, "I refer to your letter received 28 February 2011 requesting the concurrence of the Chief Executive under Clause 28 ... for a waste / resource transfer station."
We wonder why Chris Berry was "requesting the concurrence" of someone in the SCA when the Council is allegedly a neutral party.
It seems Andy Divall should have been writing his own letters. Why would Chris Berry be writing on his behalf? It unlikely Chris has helped out all the others who seek to get a DA approved in Goulburn, so why the special treatment unless, as we suspect, Chris represents the Council's desire for the approval.
